The Broken Arrow satellite is the only Tulsa County office open on Saturdays. That makes it a good pick if you cannot take time off work during the week. No appointment is needed at either location. Walk in, apply, and get your marriage license the same day if you are both 18 or older.
The City of Owasso website has info about city services, but marriage licenses are not one of them. The city clerk at 200 S. Main Street in Owasso handles city records only.

How to Apply for a Marriage License from Owasso
Both people must go to the Tulsa County Court Clerk together. Bring valid photo ID. A driver's license, state ID, passport, or certified birth certificate all work. The clerk will have you fill out the application and swear to the facts on it. Once the form is done and the fee is paid, you get your license right away. The whole process takes about 15 to 20 minutes.
The marriage license is valid for 10 days after it is issued. Hold your ceremony within that time. After the wedding, the officiant signs the license along with two adult witnesses. You must be 18 or older to apply without parental consent. Ages 16 and 17 need a parent or legal guardian present, plus a 72-hour waiting period applies. Nobody under 16 can get a marriage license without a court order.
Oklahoma does not require a blood test. There is no residency requirement either. You can apply in any county in the state. If you were divorced in Oklahoma, you must wait six months before remarrying someone other than your former spouse. This is under Oklahoma Statutes Title 43.

At the Broken Arrow satellite, you can only pay with credit or debit card. The main Tulsa office accepts cash and cards.
